Selling.

1. Pre Sale
Register Intent To Sell

Register on HDB Resale Portal. Only 1 owner needs to register.

Seller can only issue Option to Purchase 7 days after Intent to Sell is registered.

Intent to Sell lasts for 1 year. You do not need to delete it even if you decide not to sell your flat.

Proof Of Ownership

Download Proof Of Ownership from MyHDBpage.

HDB Proof of Ownership is for double checking:

  • Property size
  • Official owners

It will also be used as proof to show the eventual buyer – before buyer pays seller the Option Fee Deposit.

Sign CEA Form

CEA Form is an officially regulated agreement form for sellers to appoint an agent to market the property.

Signing of CEA Form is necessary to protect your interest, as all terms of the appointment are indicated in the form.

A soft copy of the signed form will be sent to you

2. Marketing & Viewings
Photo Taking

De-cluttering, taking of photos, 360 virtual tour & editing of final marketing images.

3. Buyer Secured / Offer Accepted
Issue OTP (Option to Purchase)

Seller will Issue Option To Purchase (OTP)

  • Seller will need to sign on OTP
  • Buyer will pay Seller the agreed Option Fee (First Deposit)
  • Option Fee can be any amount between $1 to $1000
  • Payment can be by Cash, Bank Transfer or Cheque

OTP will last for 21 days before it expires.

Buyer has to apply for HDB valuation, get their Bank Letter of Offer (if taking bank loan) and Exercise the OTP before the Option Expiry Date.

If buyer does not to exercise the OTP by the expiry date, seller will get to keep the Option Fee.

Sign Extension Agreement *

To sign Extension Agreement Form, if extension is negotiated in the sale.

4. Buyer Exercise Option To Purchase
Buyer Exercise OTP
  • Buyer needs to exercise the OTP before Option Expiry Date
  • Buyer pays Seller the Option Exercise Fee (Second Deposit)
  • Exercise Fee + Option Fee cannot exceed $5000.
Confirm Private Lawyer *

If your HDB flat is currently under a Bank Mortgage Loan, you will need to use a Private Lawyer to act for your sale.

And you will need to appoint your Private Law Firm at this stage.

(HDB lawyer will only act for sellers under HDB loan, or without any outstanding mortgage loan)

Submit Resale Application

Both Seller & Buyer have to complete the HDB Resale Submission in order for HDB to start the processing.

HDB Resale Application Fee is payable at this stage:

  • 3 room flat & above $80
  • 2 room flat $40

We will do the Resale Submission for you using our agent account, so you do not need to do anything.

5. HDB Processing
HDB Acceptance

Acceptance is usually given about 4 weeks after submitting Resale Application to HDB.

HDB will send out Acceptance Letter via email / sms. 2 dates will be indicated in the Acceptance Letter:

  • HDB Resale Completion Appointment Date
  • HDB Flat Inspection Date
HDB Flat Inspection

You will be notified about your HDB Flat Inspection’s date & time on the Acceptance Letter.

HDB Flat Inspection is mainly for checking for unauthorized modification on:

  • Bomb Shelter
  • Windows
  • Hacking works

If you are unable to be home at the given inspection date & time, there is a branch hotline on the Acceptance Letter which you can call to change the date.

Alternatively, if your flat is a vacant/empty unit, we can help you open the door for inspector too.

Document Endorsement

(About 2 to 3 weeks after Acceptance)

HDB officer will upload all the relevant Resale Documents on HDB Resale Portal for all owners to endorse.

You will be notified via sms / email when documents are ready for your endorsement.

You need to endorse the documents on HDB Resale Portal.

  1. Log in using your Singpass
  2. Click ‘Sell’ on the top menu
  3. Go to ‘Step 3’
  4. Click on all the uploaded documents, download and go through them.
  5. If all details in the documents are in order, you can ‘Tick’ the checkbox and Endorse the documents.

*All owners will need to log in using their Singpass to do the document endorsement. The documents for all owners will all be the same.

Pay HDB Fees

After all sellers have endorsed the documents in Step 3, you will need to make online fees payment to HDB in Step 4.

The fees paid here are:

  • Legal and Sale fees (if you are using HDB lawyer)

* Only 1 seller need to log in using Singpass to make the fee payment.

HDB Approval

(Est. about 2 to 3 weeks after document endorsement)

You will be notified on HDB Approval via sms / email.

When the Approval is out, you will need to log in to HDB Resale Portal to download these 2 documents:

  • Notification to Town Council
  • Window Declaration Form

Pay Town Council S&CC Charges

You will need to make payment for your Town Council Service & Conservancy Charges up till the HDB Completion Date.

Here’s how to do so:

  • When your HDB Approval is out, you need to log in to your HDB Flat Dashboard to download the ‘Notification to Town Council Letter’
  • Go to: HDB Flat Dashboard, log in using your Singpass, click on ‘Sell’ menu, and click into ‘Step 5’ to download the letter.
  • Print out and bring the ‘Notification to Town Council Letter’ to your flat’s Town Council branch for physical payment.
  • Town Council will calculate the pro-rated amount for you to pay, based on the HDB Completion Date.
  • After making payment, Town Council will Stamp & Sign on the HDB letter.
  • The signed letter that Town Council return to you need to be given to HDB officer during HDB Completion Appointment.

Eg. If HDB completion date is on 20 June, Town Council will calculate 20 days S&CC amount for you to pay for the month of June.

* Note *

  • If you are on Giro payment, cancel the Giro before the month of HDB completion
  • Do not make online / AXS / Full payment of S&CC for the final month of your HDB completion.

Eg. if your completion date is in June, you should cancel your Giro before June, so it does not auto-deduct in June.

* We can help you to make a trip to Town Council to settle this step if need be.

Window Declaration Form

This form needs to printed out and signed by all sellers.

It is just a form to indemnify that your HDB flat windows have not been illegally modified.

Here’s how you can download this form:

  • When your HDB Approval is out, you need to log in to your HDB Resale Portal to download the ‘Window Declaration Form’
  • Go to: HDB Flat Dashboard, log in using your Singpass, click on ‘Sell’ menu, and click into ‘Step 5’ to download the letter.

* If you do not have a printer, you can send the form to us, and we can print it out for you.

Property Tax

You need to ensure that you do not have any outstanding Property Tax Balance during HDB Completion.

* For property tax, IRAS will bill property owners in January for the entire year.

This means that by paying your property tax, you would have paid for the entire year.

HDB officer will calculate the pro-rated excess property tax amount based on HDB completion date, and get Buyer to reimburse you in cash during HDB Completion Appointment.

6. HDB Completion
* Terminate SP Utilities

You should apply to terminate your SP Services account at least 3 weeks before the HDB Completion Date.

This is to ensure that your preferred termination date is still available to select from SP system.

You can only apply for termination via SP website.

Using HDB Lawyer *

All sellers need to be present at HDB Toa Payoh Hub for the Completion Appointment.

HDB will SMS you the Completion Appointment Timing about 1 week before the Completion Date.

We advice you to keep this day free, as we will not know what time is the appointment.

You need to bring the following to HDB Completion Appointment:

  • NRIC of all sellers
  • Town Council Payment Receipt (Stamped & Signed by Town Council for proof of S&CC payment)
  • Window Declaration Form
Using Private Lawyer *

You do not need to attend the Completion Appointment at HDB Toa Payoh Hub.

Your private law firm will represent you for the completion.

* There will be some HDB Resale Documents after the completion, which your lawyer will bring it back to their office. You may need to arrange with your lawyer to collect those documents.

You need to pass the following to your law firm before the HDB Completion Appointment:

  • Town Council Payment Receipt (Stamped & Signed by Town Council for proof of S&CC payment)
  • Window Declaration Form (signed by all seller/s)

* Alternatively since you are not required to attend the HDB Completion Appointment, you can pass us the 2 forms, and we can bring it to HDB for you.

7. Agent Fee Payment
Invoice Generated

Invoice will be sent to you before HDB Completion.

However, you only need to make payment to us after the HDB Completion Appointment.

Payment can be made via the following modes:

  • Bank Transfer
  • Paynow
  • Cash

Payment instructions are indicated in our company’s invoice.

The easiest way is via Paynow, where you can simply scan the payment QR code on the invoice.

Official Payment Receipt

We will send you the official payment receipt about 1 week after you made payment.

8. Extension Of Stay
Maximum 3 Months

You will need to handover the flat to the buyer by the agreed extension period / date.

If you manage to move out earlier, we advice you to handover earlier to the buyer.

This is because you can stop the pro-rated S&CC and Property Tax amount which you will need to reimburse to the buyer/s.

Terminate SP Utilities

You should apply to terminate your SP Services account at least 3 weeks before the HDB Completion Date.

This is to ensure that your preferred termination date is still available to select from SP system.

You can only apply for termination via SP website.

Reimburse S&CC Charges to Buyer

You will need to reimburse the buyer on the pro-rated Town Council S&CC charges for the duration of your extension.

We will advice you on the amount before the flat handover to the buyer.

Eg. If extension is 3 months, you should reimburse the buyer 3 months S&CC amount. If you only used 2 months extension, you only need to reimburse 2 months S&CC amount to the buyer.

Reimburse Property Tax to Buyer

You will need to reimburse the buyer on the pro-rated Property Tax charges incurred for the duration of your extension.

* Take note that the property tax charges will be higher than the usual amount (eg. about $200 to $450 for the 3 months extension), as IRAS will bill buyer the Non-Owner Occupied Tax Rate.

Once IRAS send buyer the property tax bill for the extension, we will inform you on the amount you need to prepare to reimburse the buyer.

Buying.

1. Pre Purchase
Apply For HFE

You will need to have a valid HFE before you can secure a flat to buy.

You can apply for your HFE (HDB Flat Eligibility) here at HDB Flat Dashboard, by logging in via your Singpass under ‘I am a Resale Flat Buyer’.

Once logged in, Step 1 and Step 2 must be completed, and when your HFE letter is approved, you can download it in Step 2.

Buyer can only obtain Option To Purchase from sellers to buy a flat after HFE has been approved.

HFE lasts for 9 months. You do not need to delete it if you decide not to buy a flat.

Mortgage Assessment

HDB Loan

Apply for HLE (HDB Loan Eligibility) on HDB Flat Dashboard. You will need to have your valid HLE before you can secure any purchase unit.

HLE application is now integrated with HFE application.

 

Bank Loan

Contact a banker for an mortgage In Principal Approval amount. We can assist you with this through the bankers we work with. No additional fees required, and any bank of your choice is available too.

Financial Calculations

With your maximum loan amount, available CPF for use and determining your Grants amount, we will do up a comprehensive Financial Calculation for your purchase.
